If the challenge is made prior to the ballot being approved, the challenge would be made to the election commission. There should be a public meeting held where the election commission approves the names for the ballot. I would recommend you contacting the election commission office if you believe a candidate is not eligible for the ballot. If the challenge is made after the ballot has been approved and printed, the challenge would have to be made in court.
